Germany passed a law this month that legalizes scooters on the country’s roads and opens the way for more of them to surf in the city. In line with BMW, which targets high-end customers, the scooter costs more than twice the price of comparable models. Its use remains illegal in many places, as shared use in London is limited to a single closed park.
